1930 Woodley Road in Saanich, B.C. was designed and built in 1922-1923 by architect C. Elwood Watkins for Edwin Tomlin (1884-1944), a member of St. Andrew’s Lodge No. 49 in Victoria.
Edwin Tomlin was an accountant with the Vancouver Portland Cement Company, of which Robert Butchart was the Managing Director. The Vancouver Portland Cement Company operations were located at Tod Inlet on the site of what is now Butchart Gardens.
Edwin Tomlin later succeeded Robert Butchart as President of the B.C. Cement Company.
